The CGI.br is comprised of members from the government, the corporate sector, the third sector and the academic community, and as such constitutes a unique Internet governance model for the effective participation of society in decisions involving network implementation, management and use.
This workshop aims to bring an expository analysis of public digital services offered globally, focusing on the datafication of public services from diverse perspectives. Through invited facilitators, realities of different regions will be explored, such as the Brazilian (LatAm) and European ones.They will present real-world success cases while addressing systemic concerns regarding digital exclusion, state surveillance, and privacy risks within their respective contexts. The session will promote reciprocal learning via a shared questionnaire at the beginning to gather information on the national digital public service contexts of the participants. These responses will be compiled and discussed in the final segment, fostering a dialogue on the diverse realities represented. The goal is to provide a shared perspective on infrastructure building, balancing efficiency gains with the protection of fundamental rights in datafied societies.

Member of the Brazilian Internet Steering Committee (CGI.br). Researcher at the Department of Health Administration and Planning (DAPS) of the Sergio Arouca National School of Public Health (ENSP) at the Oswaldo Cruz Foundation (Fiocruz), and Professor at the Department of Computer Science of the Fluminense Federal University (UFF). Holds a PhD in Administration from the Brazilian School of Public and Business Administration (EBAPE) at the Getulio Vargas Foundation (FGV), as well as a Bachelor’s and Master’s degree in Computer Science from São Paulo State University “Júlio de Mesquita Filho” (UNESP). Coordinator of the Information, Health and Population Thematic Group (GTISP) of the Brazilian Association of Collective Health (Abrasco). Collaborating Professor in the Professional Master’s Program in Public Health at ENSP/Fiocruz and in the Graduate Program in Information Science jointly offered by the Brazilian Institute of Information in Science and Technology (IBICT) and the School of Communication (ECO) of the Federal University of Rio de Janeiro (UFRJ). His teaching and research activities combine knowledge from computer science and the social sciences to understand the transformations associated with digital technologies in organizations, particularly Health Information Systems and Information Systems for Social Management.

Bárbara Simão

Article 19 - Europe

Bárbara Simão is a Programme Officer in the Global Team Digital at ARTICLE 19, where she works on the governance and regulation of data-intensive technologies, with a focus on artificial intelligence and digital infrastructures in the public sector. A lawyer by training, she specialises in public policy and digital rights. Before joining ARTICLE 19, she worked with organisations including the Brazilian Institute for Consumer Defence (Idec) and InternetLab, a law and technology think tank, leading projects on data protection and digital markets. She holds a Master’s degree in Law and Development from Fundação Getulio Vargas Law School (FGV Direito SP) and a Bachelor’s degree in Law from the University of São Paulo Law School (FDUSP).

Laura Lazaro Cabrera is CDT Europe's Deputy Director, Counsel and Equity and Data programme lead. In this capacity, Laura oversees CDT Europe's engagement with the AI Act, and has led the organisation's positioning on the related Omnibus proposal and its various fundamental rights implications.
