Member of the Brazilian Internet Steering Committee (CGI.br). Researcher at the Department of Health Administration and Planning (DAPS) of the Sergio Arouca National School of Public Health (ENSP) at the Oswaldo Cruz Foundation (Fiocruz), and Professor at the Department of Computer Science of the Fluminense Federal University (UFF). Holds a PhD in Administration from the Brazilian School of Public and Business Administration (EBAPE) at the Getulio Vargas Foundation (FGV), as well as a Bachelor’s and Master’s degree in Computer Science from São Paulo State University “Júlio de Mesquita Filho” (UNESP). Coordinator of the Information, Health and Population Thematic Group (GTISP) of the Brazilian Association of Collective Health (Abrasco). Collaborating Professor in the Professional Master’s Program in Public Health at ENSP/Fiocruz and in the Graduate Program in Information Science jointly offered by the Brazilian Institute of Information in Science and Technology (IBICT) and the School of Communication (ECO) of the Federal University of Rio de Janeiro (UFRJ). His teaching and research activities combine knowledge from computer science and the social sciences to understand the transformations associated with digital technologies in organizations, particularly Health Information Systems and Information Systems for Social Management.
