The Chair for the Responsible Development of the Metaverse (MetaverseUA Chair) was created by the University of Alicante (Spain) and financed by Meta Platforms under its XR Program and Research Funds. Our purpose is to promote independent research on the legal and ethical aspects of the development of the metaverse. In particular, our research activities aim to assess: whether the existing legal framework ensures that citizens, including minors and other sensitive collectives, are adequately protected in their relations in the Metaverse; and whether it provides the legal certainty entrepreneurs need to develop new technologies or to expand their traditional business activities to the new medium. To carry out these activities, our team at the University is advised by the Chair’s Scientific Committee that includes experts from different disciplines and European countries. The MetaverseUA Chair is part of the European Metaverse Research Network that includes all European institutions chosen within the framework of Meta’s XR Program and Research Funds to carry out independent research in different but complementary fields.
The inception of Artificial Intelligence has disrupted almost every aspect of our lives. Virtual Worlds are not an exception to this advent. AI will help model the future Metaverse, and deeply impact it. Ranging all the way from virtual assets generation, through avatars powering and interaction, to content moderation, many aspects of the Virtual Worlds will fundamentally change under AI. The spread of deepfakes is a threat that cannot be ignored, and it poses many ethical and legal questions, when developed in the Metaverse. The regulatory effort for AI in the EU has focused on a horizontal risk approach, technologically neutral and not specific to the Metaverse. However, these risks call for a debate on how the AI Act is applied to the Metaverse and its platforms. Could the application of the AI Act on prohibited conducts and the risk-approach be challenged in the Virtual Worlds? What should be the regulatory approach of the EU regarding AI generated content in the Metaverse? Is automated decision making with data protection impact well delimited in the Virtual Worlds?

Prof Dr Eleni Kosta is full Professor of Technology Law and Human Rights at the Tilburg Institute for Law, Technology and Society (TILT, Tilburg University, the Netherlands). Eleni is conducting research on human rights and technology, specialising on privacy and data protection, as well as on artificial intelligence and engages with a broad range of issues in the context of law and technology, such as eEvidence, Anti-Money Laundering/Counter Financing of terrorism etc.

Pia Groenewolt is a Ph.D. researcher at VUB’s d.pia.lab (LSTS), examining the intersections of data governance and food systems through the lenses of sociology, political science, and human rights. Her work draws on experience in both policy, activism, and research, exploring how data-driven solutions can align with societal needs and rights.
