Frank is a Director of Public Policy on Microsoft’s Technology and Corporate Responsibility team, where he is focused on the responsible development and deployment of AI. Previously, Frank was with the company's US Government Affairs (USGA) team in Washington, DC, where he was Director of Consumer Affairs and Sr. Policy Counsel for 16 years. In that role, Frank led federal privacy, lawful access, and AI policy efforts. Frank is a member of the Board of Public Knowledge and Executive Secretary of the Partnership on AI, which he helped establish. Prior to Microsoft Frank was Sr. Policy Counsel at Consumers Union. He is a graduate of Georgetown University and The George Washington Law School.
