Michael Kilchling, Dr. Dr. h.c., senior researcher in the Department of Public Law at MPI-CSL and lecturer at the University of Freiburg. His main research interests include penal sanctions and correctional systems, victimology, confiscation and asset recovery, surveillance and further procedural measures of investigation. He contributed to a variety of international research projects and expert groups (national, European Union, Council of Europe, US). Recent research activities include projects related to restrictions and disenfranchisement of civil and political rights after conviction in Europe, and the conceptualization of a model for assessing the overall extent and impact of surveillance measures in Germany (»surveillance barometer«).
