Dr Carl Ceulemans is professor and Head of the Department of Behavioral Sciences at the Royal Military Academy, Brussels. His fields of research are military ethics, political philosophy and bio-ethics. He has a special interest in the Just War Theory. He is author of Reluctant Justice: A Just-War Analysis of the International Use of Force in the Former Yugoslavia (1991-1995) (Brussels, Brussels University Press, 2005). He is currently working as co-editor on the third edition of Moral Constraints on War. Principles and Cases (Lanham: Lexington Books, to be published in 2019). He has also published in a number of national and international journals (e.g. Professional Ethics, Parameters, Journal of Military Ethics, Millennium).
