Eimear Farrell is a Scientific Project Officer at the EC Joint Research Centre Digital Economy Unit, where she conducts research on AI and data ecosystems, with a particular focus on digital transformation of the public sector, European data spaces and responsible data governance. Prior to this position, she led development of Ireland’s national AI strategy and represented Ireland at the Council of Europe Ad Hoc Committee on Artificial Intelligence. She is an expert in international human rights law and has 20 years of experience working across government, international organisations, business and civil society, including a decade shaping digital law, policy and standards at the UN, World Economic Forum, Council of Europe, Amnesty Tech and IEEE. she also serves on the Public Policy Advisory Board of the EMPOWER Data Governance initiative.
