Professor Steve Saxby is Professor of IT Law and Public Policy at the University of Southampton UK. He is Deputy Head of School (Research) in the School of Law, Director of the Institute for Law and the Web at Southampton and an Associate of the University’s GeoData Institute. He is Editor of The Computer Law and Security Review – The International Journal of Technology Law and Practice and of the Encyclopedia of Information Technology Law. He is Committee Chair of the Law, Security and Privacy in IT (LSPI) Conference of the International Association of IT Lawyers. He specialises in research in e-Government, public sector information policy and geographic information strategy.

e-Privacy – which way forward?
Abstract
In relation to privacy policy in the EU the centre of gravity has, until recently, focused on one particular sector of that agenda viz., data protection for the individual. As the agenda for i2010 intimates, the technological achievement of a ubiquitous network society, operating within an emerging digital economy, will be diminished if it does not go hand in hand with policies that embrace the quality of life for European citizens. Concerns about privacy are increasingly surfacing at the heart of that agenda and initial attempts by the EU to identify what needs to be done seem to have failed because of a lack of deep thinking as to its goals. Before further progress is sought, a better understanding of the implications and purposes of any initiative is needed bearing in mind the diverse legal and cultural perceptions as to the treatment of privacy issues already operating within member states. This intervention will briefly consider what are the key elements relevant to this process and why it is important that governments must themselves be willing to open their doors to scrutiny.
