Short BIO

Paul Rosenzweig is the founder of Red Branch Consulting PLLC and formerly served as Deputy Assistant Secretary for Policy in the Department of Homeland Security and twice as Acting Assistant Secretary for International Affairs. He also serves as an Adjunct Professor in the National Defense University, College of International Security Affairs and as a Senior Editor of the Journal of National Security Law & Policy. Mr. Rosenzweig is a cum laude graduate of the University of Chicago Law School. He has an M.S. in Chemical Oceanography from the Scripps Institution of Oceanography, University of California at San Diego and a B.A from Haverford College.

American Perspectives on Privacy and the Transatlantic Relationship

Abstract

As the US and EU leaders have reaffirmed time and again, we share a common belief in the rule of law, democracy, respect for human rights and fundamental freedoms. Yet too often in the past 8 years our efforts to act cooperatively in the areas of Justice, Freedom and Security to protect those common values against those who would do them harm have been stymied by disagreements over operational details. We share general agreement on the need, for example, to share information, but continually diverge on questions of implementation that revolve around issues of privacy. Why is that? And does the adoption of a common set of principles by the High Level Contact Group portend a change or not?
