Short BIO Dr. Gwendal Le Grand is the head of the IT experts department at the Commission Nationale de l'Informatique et des Liberts (CNIL), the French data protection authority, since April 2007. He participates in the activities of the article 29 Data Protection Working Party (WP29), and in particular in the work of the Technology Subgroup, which tackles data protection issues related to technologies such as behavioural advertising, social networking and data breach notifications. He is the liaison officer for the WP29 to ISO/IEC JTC1/SC27/WG5, which develops privacy standards at ISO and is a member of the Privacy Steering Committee of ISO. Before joining the CNIL, he worked as an associate professor at the Ecole Nationale Suprieure des Tlcommunications (ENST), Paris, between 2001 and 2007, and he participated in several european and national research projects in the areas of security and networking. Gwendal Le Grand received his PhD in computer science from the University of Paris 6 in July 2001.

CPDP Conference 2011 presentation The French Experience with E-Voting This talk will focus on the impact of the e-voting recommendation which defines a framework for a trusted e-voting system and which was published by the CNIL in 2003. First, we will recall the national legal framework and describe the broad outline of the recommendation. In order to explain why this recommendation contributed to improve the transparency and security of e-voting systems, we will then describe its impact on e-voting companies and data controllers, both from an economic and technical perspective. We will conclude by giving hints about a future revision of the recommendation and by foreseeing the role that privacy certification could play in this environment.
