Short BIO

Michael Donohue is a Senior Policy Analyst at the Organisation for Economic Co-operation and Development (OECD), where he has worked since 2001. He currently heads the Unit on Information Security and Privacy. Prior responsibilities include OECD work on consumer policy. Before joining the OECD, he served as an attorney at the U.S. Federal Trade Commission and in private practice. Michael’s educational background is in law and philosophy.

The Evolving Privacy Landscape: 30 years after the OECD Privacy Guidelines

2010 was an important year for privacy, as the OECD marked the 30th anniversary of its Guidelines on the Protection of Privacy and Transborder Flows of Personal Data. The Guidelines were the first international statement of the core information privacy principles and have proven highly influential over the years, serving as the basis for national and international privacy instruments. The OECD has marked the Anniversary of the OECD Privacy Guidelines with three events focused on (1) The Impact of the Privacy Guidelines (2) The Evolving Role of the Individual in Privacy Protection and (3) the Economics of Personal Data and Privacy. In addition, the OECD is finalising an anniversary report on the evolving privacy landscape. This work has prepared the foundations for a review of the OECD Guidelines. This assessment, called for by Ministers in the Seoul Declaration for the Future of the Internet Economy (2008), will determine whether the Guidelines need to be revised or updated to address the current environment for privacy and transborder flows of personal data.
