Short BIO
Having joined the European Commission in 1976, he has worked on a number of different projects, concerning the approximation of VAT national laws, the implementation of Community legislation on merger of undertakings, protection of intellectual property (patents and trade marks), protection of personal data and, more generally, of fundamental rights.
He was involved in the drafting of the Charter of Fundamental Rights of the European Union and in the works leading to the introduction of the Charter as part II of the draft Constitutional Treaty.
From 2000 to 2006, he was Head of unit "Citizenship and Fundamental Rights" in the Directorate General Justice, Freedom and Security (DG JLS), responsible for the ongoing project to establish a Fundamental Rights Agency and for rights flowing from the EU citizenship (residence right, right to participate to European Parliament and municipal elections in the host Member State, consular protection in third countries).
Since September 2006, he is Head of the Unit "data protection" in DG JLS.
