Francesca Bignami is Professor of Law at George Washington University. She specializes in the law of the European Union and comparative public law. Before joining the GWU faculty, Professor Bignami was Professor of Law at Duke University, where she also served as the director of the Center for European Studies. In 2006-2007, she was Visiting Professor and John Harvey Gregory Lecturer on World Organization at Harvard Law School. She has also taught at a number of other universities in Europe and the United States, and has been a visiting fellow at Harvard University and NYU School of Law.

The Enforcement of Privacy Policy in Europe
Abstract
This presentation discusses the impact of the 1995 Privacy Directive on enforcement strategies in France, Italy, Germany, and the UK. It shows that agency enforcement in all four cases has become more punitive and that self-regulatory strategies have spread from northern systems (Germany) to southern ones (France and Italy). By contrast, litigation rates (lawsuits alleging privacy breaches) remain fairly constant and have not shown a marked increase.
