Short BIO
Rocco Bellanova holds a Research Masters in political science and international relations (IEP-Paris) and graduated in international relations (University of Bologna). He has been visiting student at the University of Montreal and at the IEP in Lyon. He has collaborated with the German Member of the European Parliament Alexander Alvaro, member of the LIBE Committee. At present, he is assistant and PhD student at the Facultés universitaires Saint-Louis (FUSL) and researcher in both the FUSL and the Vrije Universiteit Brussel. He has contributed to the organisation of the CPDP 2009 conference. His research interests are: European and international security policies based on data access, data protection and fundamental rights, the development of the European Area of Justice, Freedom and Security.

Prüm extended: EU and US on the edge of a new, major step towards transatlantic cooperation
Abstract
A growing number of security policies are based on access and exchange of personal data, frequently with an international scope. While transatlantic measures generally include the EU as a whole actor, the last two years have seen a proliferation of bilateral agreements between the US and individual EU Member States. Those agreements generally aim at extending abroad the range of specific internal security measures.
This intervention investigates further these developments taking as a case study the conclusion, on March 2008, of a transatlantic agreement on data exchange, signed by Germany and the US. The text mirrors the wording of already existing European instruments, the Prüm Treaty and Council Decision, and thus seems to offer an appropriate occasion to analyse the process of extra-territorialization of security policies.
